I'd throw Slick Rick into the mix because of his story telling, originality in topics, message, flow, and use of original vocabulary in his lyrics.
Another favorite of mine is Wise Intelligent from Poor Righteous Teachers and Mellle Mel who I think was a better "teacher" than KRS.

As you guys already pointed out. GOAT is truly an opinionated statement and arguments can be for different reasons. Personally, I've never been able to break it down to just one or two GOATS.
