Thought I'd weigh in on this as I too own a pressing of the album with the picture sleeve.
I must admit however that I initially thought this thread might be about 'The Next Step' but I'll get into that later on...
As far as I've been able to determine there are in fact two pressings of the album out there which BOTH have the picture sleeves. The sole catalog # (OM 036 VLP) for the release listed on Discogs matches the runout grooves posted by Fecam (my copy has these also)

I don't know of an OG pressing with a non PC sleeve. Possibly a promo?
hhv.de has a 2nd hand original pressing as well as a sealed limited ed. repress for sale which look identical (theres a good chance however that they might also have confused pressings).
Unless anyone can confirm buying a sealed copy of 'Question' with the black plain sleeves I'm with Fecam in assuming copies lacking the picture sleeve were promos or second hand copies with lost covers...
As I pointed out above at first I thought this topic was probably about 'The Next Step' as OM advertised a repress of the P's first album including a full picture sleeve (which the OG pressing did not have) a year or two ago. To my knowledge it was never released (at least the picture sleeve was not). I'm assuming this was what waxcollector meant also:

so as far as i know there's no vinyl pressing at all with a picture cover...
sad, because the cd has not only the cover but also a nice booklet with more pictures in it.
Hope that didn't come out too confusing and helps you to figure this out...
Oh, and YoYoPo, I've been told none of the reissued 12"es came with picture sleeves so OG's should be easy to spot on that front.
